NH Judge Refuses To Put Limo Company Owner On Trial

A judge refused April 5 to allow the owner of a Manchester, NH limousine service to stand trial for violating the city’s taxicab ordinance, instead placing the violation on file and telling Gerald Mandelbaum to get a city license if he wants to run a taxi business.

It was an inconclusive end to a case that began in 2013 when police charged Mandelbaum, 58, and several drivers of his Amoskeag Black Car with violating the ordinance. A Manchester District Court judge initially dismissed the case, but the New Hampshire Supreme Court overturned the ruling and sent the case back for a trial.

The back and forth takes place as Manchester continues to grapple with ride-hailing companies such as Uber, whose drivers have operated in the city since 2014 with impunity. Manchester aldermen were expected to discuss an ordinance that would govern transportation-networking companies such as Uber.
